Notice of Affidavit statement of Truth

Having not been happy with the force used by michael payne by means of threats with menace, under duress, threats of intimidation, coercion and the refusal to follow due process of law by coercing me into a forced interview that is voluntary but if refused i will be arrested. which is a contradiction in a sentence this is a threat and against my free will, trespass on my sovereignty and unalienable right.

There are 4 elements for a crime to exist without there 4 elements there is no crime, as follows:
1) There must be a defined crime. No crime has been defined.
2) There must be a victim. No victim has been stated.
3)The victim must have been damaged. No victim no damages, a victim-less crime.
4) The intent must be established on the part at the accused. without proof of all 4 elements no crime can be said committed. Provide the substantial evidence.

Police constable Michael Payne Pc2127 is not acting under his Oath of office with fairness, diligence, impartiality and integrity, should provide me with full disclosure and the refusal to give any details of what the alleged offence is about.

i’ll be happy to speak to you once i know what this is about and the 4 elements of a crime exists.

i refer to the Criminal Justice and Courts Act 2015 section 26 states as follows:

Corrupt or other improper exercise of police powers and privileges.

(1) A police constable listed in subsection (3) commits an offence if he or she –
    (a) exercises the powers and privileges of a constable improperly and.
    (b) knows or ought to know that the exercise is improper
(2) A police constable guilty of an offence under this section is liable, on conviction on indictment, to imprisonment for a term not exceeding 14 years or a fine (or both).

I have postponed the agreed appointment as for tomorrow, until i have received all true relevant information requested previously and a new appointment will be made.

Hello Steven  

I will discuss the allegation made with you at the appointment we have mutually agreed.  During the interview whether it is completed voluntarily by yourself in a local Police station with me or if refused and there is necessity to arrest you and take you into custody to be interviewed by me I will disclose any evidence of the case at this time.  A decision on the progression of the case will be reviewed after the interview.  You are entitled to independent legal advice and if you feel you require this you will need to organise this for the voluntary interview.  Your rights will be explained during  the Police interview
I will see you at 3pm on Thursday 9th may 2019

which are as follows

that you michael payne are under your Oath of office under common law, this isn’t a security transaction that you michael payne are alone and not with another colleague there is/will be no offers of any contracts my unalienable rights remain intact prior during and after that there will be no unlawful attempts to arrest me/myself/i that this visit has been obtained by threats with menace, against my will and without my consent and under duress there will be no joinder given intentionally or otherwise

and a counter claim will be going in which is why i have asked now 3 times for this information and you michael want me to answer questions when 3 times i have asked for the information about the alleged offence although i do have and will use the right to remain silent. 

kindly send this information or a reason why you are deliberately ignoring my request. me/myself/i trust this is acceptable and will see you michael on Thursday the 09th May 2019 around 3pm doesn’t have to be on the dot before or after will be fine.

thanks you for your correspondences as you are acting as constable i will arrange an appointment so you alone can visit my private dwelling and only you.

if me/myself/i had received any correspondence regarding any alleged offence me/myself/i would have been in touch about this alleged matter let alone refuse something me/myself/i knew nothing about as it addressed to a person and not me/myself/i the living man, i request a copy of the alleged claim made and by who.

for the appointment please come on Thursday 9th about 10:30am if this is acceptable please let me know.

Is this a refusal to attend the Police station voluntarily?,   If this is correct the next course of action would be for you to be arrested for the alleged offence. 

I reiterate please contact me with a time and date suitable for you to attend a Police station to be voluntarily interviewed about the alleged offence.  I would prefer to speak with you face to face about the allegation and discuss suitable times and dates if this would be possible.  

An allegation has been made against you and you are entitled to answer to the allegation and explain your side of the matter.  Leicestershire Police are trying to be as amicable with you as possible.
